Which one would you buy if you can afford to buy either one. I'm leaning toward the Twitch because I'm not a big fan of jogwheels.

Depends how much you will want to use that slicer...but if thats all your about on the controller then I would go for an ableton setup.
I dont know what the exclusive software is like for that contoller...ppl have said it has alot of things that dont come standard with the itch software.
Just realize that the twitch is about 2/3 the size of the s4 so you don't have a ton of real estate to work with, finally, don't know how dependable those ribbon strips are yet. Time will tell
i think its too early for anyone to be making any judgements about how good the twitch controller is, its not even released yet.

Exactly what he said. The twitch looks great, only reason for me not to pick one up would be because I need jog wheels.
Since you stated you didn't want jog wheels, Twitch it is for sure. It's also nearly half the price of the S4.
Side Note:
Also one last thing, i'd try them both out at the store as soon as the Twitch is released. If it is just like the video shows it is, and doesn't have many short comings then i'd say Twitch.
Assuming money wasn't an issue and I was limited to those choices, I'd get the S4 without hesitating.
The S4 has tiny (useless) jog wheels, so I'm not sure how that's too relevant. To me the difference is the software, and price. I really want a Twitch, have no interest in an S4, there's my vote.
They may be useless for scratching (debatable from what ive seen) but they are reliable and proven compared to touch strips
