Android MIDI Control over USB

So I've played around with Fingerplay and TouchDAW and I'm just wondering if there is any way that I could do something similar to what this software does but with the MIDI transmitted over USB instead of WiFi or Adhoc RTP or Bluetooth (akin to what some iPad apps do possibly?).
Is there such a thing? Is there even a protocol that would allow such software to exist?

i think you can use usb tethering with android.
that way you can make a lan connection over usb. this should have the best latency.
