There are a few, but the free one I recommend is Rapid Evolution. It has a lot of features and is a great tool. I would pay to use it, but it's free so it's even better.

Jaikoz is a paid mp3 tagger, but it is also really usefull and worth the money.

Rapid evolution as a tag editor !!! EEEwwwww i havent used it to edit tags only for key detection and all i can say is i would hate to use it for anything more.... to be honest i hate using it for key detection but hey its free.
mp3tag is free and as a tagger it rocks .... it links to discogs amazon cddb etc and does it all for you and the interface is lovely unlike rapid evolutions mixshare jobby.

mp3tag is great, free and to the point (some cool little features for adding/searching for cover art and renaming files in mass). It has saved me a lot of time recently!
The interface comment, yes. I agree that Rapid Evolution is in need of some work, both in the interface and the speed of the program.
Key detection is on par with Mixed in Key, which is not free
Rapid Evolution doesn't link to discogs cddb and the likes, but it also doesn't import the cover of a Cher album for your Tool CD because somebody who is using CDDB or Discogs doesn't know what they are doing. My personal preference messing with tags is I don't like allowing a program to automatically retreive info unless I'm ripping the CD myself and can verify the changes. I've had bad experiences with the automatic taggers because the program algorithm comes up with the nearest match, not the exact match, causing me to have to go back and manually retrieve the tag info anyway.

I tried RE a few months back and I didnt like it because my computer was too slow. Ive tried mp3tag and its ok but I hate the auto cddb thingy. Im going to keep googling the old software I used before my pc died on me.
