i've been asking myself the same question lately
probably heat to loosen the glue (not too much heat though) and solvent to remove the glue residue.

is the glue residue really a problem?
I was a car spray painter in a past life, so my opinion is if your going to do it do it properly, but if you replace it straight away glue residue shouldn't be a problem, but I wouldn't know from experience as in those circumstances I would always remove the glue. There may be a problem with the old glue oxidizing, becoming hard and loosing its stickyness, this may prevent adhesion of the new glue layer, again just guessing but that is what I used to have to do when removing vinyl stickers from cars to replace them... It never occured to me to ask why LOL
