you need Trakto SCRATCH Pro.
and control CD's of course.

I've googled it many times, not so many web pages that tell you exactly what is needed. I'm aware there is Traktor Duo/Scratch, but never known how it all works and whether I would need additional hardware.
Never needed to know how it all works, so been a bit dumb to it all.
NI's product line stuff can be confusing. If you have an Audio 4 you can get the S4 scratch upgrade kit to make you're current version of Traktor Pro 2 Traktor Scratch Pro 2, which you'll need when using timecode. You'll only be able to use two decks with that, but if you're using TT's then that's probably all you need. You won't be able to use the sample decks or the loop recorder unless you get a sound card with more connections. To use Scratch you'll need an NI sound card. If the club as a Scratch certified mixer you won't need your sound card and can play with as many decks as the mixer has channels.

Also depending on the CDJ, they can act as deck controllers so that you don't even need a Scratch kit.

If I had Traktor Scratch / DUO, could I still use a midi controller if I wasnt using TT's/CDJs ?
Yes. The only difference is that timecode control (ie scratch functionality) is unlocked.
