I would steer clear of the mindset of buying "beginner" gear.
Like with anything, you want something at least mid-range, because whenever you buy gear you want to consider "resale" and whether it has the features that'll keep you going for a while. Otherwise you're going to be stuck with some "beginner" gear that nobody wants to buy, then it's pretty much a paperweight.
Figure out if you want to go the controller route, or go the "scratch" route via CD Players, or Turntables.
Since it seems like you want controllers, the Novation Twitch is a good place to start. It has very "pro" features which will keep you entertained indefinitely, is a decent piece of gear, and can be had right now for as little as $399US.
Watch around on guitarcenter.com in the used equipment section too(if you're in the US, I'm not sure if they ship internationally).
I picked up my Twitch for $200 that way.

My advice would be to figure out what kind of DJ you want to be (Club, Bar or Mobil), which DJ software you want to use, then how much are you willing to spend. After that which controller to buy will be a bit easier.
