You can use them to control Serato with older CDJs that can't via connected via USB like the old CDJ-1000. Works the same way as the timecode vinyl does. This video shows them controlling SSL but it's the same for SeratoDJ.
Timecode signal is basically a tone at a fixed frequency, by playing with the CDJ (as you would with a regular CD) this tone gets affected and then Serato will basically translate these changes to whatever song you are playing on the software on that particular deck. What timecode/DVS allows you to do is use your CDJs or turntables as controllers for your DJ software of choice. Functionality is pretty much the same regardless of what CDJ model you use. Newer CDJs can connect via USB to maximise their features and free you from having to use timecode discs.
Pro Tip (seriously, no sarcasm): Standard Serato timecode is only like 16mins long. I typically will hit Loop In and Loop Out on the CDJ, and it loops a particular portion of the timecode signal. This way, you don't have to worry about the CD running out and can continue to mix. Traktor reads the looping as an actual loop in the software, so this trick unfortunately only works with Serato.

Its not hard to custom a 1 hour serato timecode and 1 hour traktor timecode.
