Any webspace where you can upload your RSS-File to will suffice.

For those looking at doing this on Windows, when I was looking into it last year it was only possible to do this for WMP (which was pointless).
I too don't own a Mac, so I went the long route and converted my HP into a Hackintosh, just so that I could use Garageband to build enhanced podcasts!!! I use it for much more now, but that was my initial dilemma.
Just a quick word of warning I came across recently:
Snow Leopard + Garageband dislike Enhanced Podcast... at least kinda...
Long story short:
If your Chapters contain ANY special characters besides letters and numbers, Garageband will not export your chapters into the PodCast.
Only way I found around this is to either don't use URLs or anything :-/
OR
Export the files under 10.5, which went through without any problem.
FYI: Apple knows about this, has released a KB-Article about it, but so far (a month) hasn't issued a fix.
