They did in fact say it before. actualy in the artical on this blog from May 1. it was confirmed by NI that it would be locked to F1

I've built an F1 clone, it's taken months of coding and sniffing the USB port for the correct HID signals, and I can tell you there's a hell of a lot that's in the F1 that cannot be mapped, even if you think you could it's a nightmare. So if you had a launchpad, APC40 or something else, it would never be the same.
