Do i need an X1 if i get the S4 kontrol?

Pretty simple.

I just got a x1 and vci-300, but I want to return the vci300 for the s4 kontrol.
My question is will i even need the x1 or does the s4 have all the same functions?

I would keep the X1. The S4 does a ton of stuff, but if you want to add anything like super knobs, switch deck types without going into preferences, change the key, etc. an extra controller is a nice thing to have. Rainer Hassler (who wrote the Traktor Bible) has an X1 tsi to go along with the S4 you can get at the traktorbible.com.

Keep the X1 I'm using it with the S4 and it works out great. I'm using Rainer's tsi that gives me indivisual filter and volume control on the sample decks, cue's 5-8, FX bank 3 and 4 control, plus a few other things I mapped on it.
