Mixer putting out static in phones... even with no inputs.... trouble shooting ?

My mixer has consistent static in both phone outputs :/
even with allllll eqs and gains killed.

-its not my laptop charger
-its not my headphones
-its not my interface/sound card

any trouble shooting would be greatly appreciated :)
