I have always had great luck with lightly used gear, and honestly if your on a budget I would avoid Serato as a software. There are many additionals you have to purchase before the software is up to par with Traktor. Additionally, the hardware is more expensive if you want a built in sound card.
What I believe many on t he forum have missed is why you need a sound card. If all you want to do is Scratch, don't worry about a soundcard. However, if you want to play your own MP3s then you should either look into (A) buying an external soundcard (whether it be for Serato or Traktor), or (B) purchase a certified mixer (a built in soundcard).

If you are "ballin on a budget" I would recommend buying a Z2 second hand (usually go for $300 USD) and you can buy the software upgrade for around $150. The Z2 comes with 3 innofaders (2xUpfaders, 1xCrossfader) and comes with enough features that you wont have to upgrade.
The types of Turntables you should look for are called Super OEM Turntables, many of which have already been listed. Some have not, IMHO Technics are vastly overpriced considering what you get, good used Turntables usually will run $200-$300 each if you keep your eyes out for used. After everything is said and done $600 should be around the cost for a perfect setup for scratching, beginner or expert.
I recommend only buying one TT if all you want to do is scratch, if you are looking to beat juggle get a second one.

Although its a great mixer in your case I wouldn't go for it, it usually will indicate whether the mixer is available for use with the software.

Granted these aren't the only mixers that will work, these just require a single USB plug and your ready to go with the software. Otherwise you have to buy a Audio Interface for the software of your choosing.

@Swift, that's correct, I think there are even mixers with build-it audio interface that can also work but you still need to purchase license from Serato. Anyway with that Vestax PMC 05 PRO IV I think it also doesn't support DVS so I will buy SL3 audio interface (with DVS and serato license)
After reading through couple of materials, I concluded that the RekordBox DVS are not ready yet for DVS (in case of DJM-250/450 mixer), so I consider Serato now. As Mixxars Duo cannot be find in Bulgaria and from US+ shipping + custom taxes, the price is high and I cannot find any good budget Serato mixers, I go for good mixer (without audio/dvs) + audio interface separately.
I am looking for working used Vestax Pro mixer or I will buy the Dj Tech DIF-2S http://www.djtechpro.com/eng/product-details.php?id=27 (about 250$) + Serato SL3 audio interface
