Gotta explain this one with an example, and since you have the VCI-100, should be easy.
On the 1.3 SE, you have the top right section for effects management. Pressing the FX BANK button, you change the value of modifier X (0 for fx 1, 1 for fx 2, 2 for fx 1+2).
Other buttons in the mapping depend (Mod1/Mod2 in the settings) on that modifier (and others, max of 2 per mapping).
So if you have modifier X valued 2 (for FX 1+2), then the four knobs behave differently. First and Third are for dry/wet, but can be something else if the modifier X valued 1 (in this case, first knob would be dry/wet, third for the 2nd param).

To complete, any control can be a modifier (button, fader, knob, jog, etc.) and the value can be from 0 to 7... several controls can change a modifier's value, allowing for combinations and such!
It can be a bitch to figure the modifiers dependencies just by the mapping GUI, that's why applications exist to print the mappings or just present them more efficiently.
