Well, go and check if the hanging monitors have a powercord going into them. If so, they are powered and no amp is needed. If not, ask them how in heavens sake they do parties there.
Then ask your friend who booked the room what the conditions were when he booked it. If he booked it without a PA or amp, he's at fault and he should make up for that. Very straight forward.
If it turns out that he didn't book the room including PA, you should go to a near rental shop and ask for a mobile DJ setup.
That includes speakers on a stick, subwoofer, amplification (built-in or external), DJ mixer but no CDJ's. But that's an expensive joke. That also means you won't have any monitors.
I have no idea of the dimensions of the said room, but if it's small, lets say 100 ppl, you can also get some good quality full-range powered speakers.
At my venue we usually use Meyer Sound CQ-1's for DJ monitors but they can also be used to make about 100 people deaf in a small-ish room. But they are some beefy speakers.
Getting an amp only without knowing how the speakers in that room are wired might damage them. That's gonna be a nasty amount of cash you're gonna have to pay.
