Yes and no, $200 will get a pair of Harbinger HA60s (2 10" Monitors and a 4 channel input mixer
i started house parties and such with this, but my advice would be to buy something bigger, like a single 12" or 15" power speaker for like $350. Because i quickly out grew the HA60s (although they were fantastic for what i paid for em/sold em for a lil less than i paid for em) and started playing bigger places and they couldnt handle it.
I just picked up a pair of 550 watt Behringer B215D PA's and they are fantastic. cant wait to add a sub to them for that thump.

If you absolutely can't save up for something better, your best bet would probably be to get the best hifi system you can afford.
might be able to get something with a 10".. enough to get a decent thump in a dorm room.

Craigslist. I got two awesome passive 15" speakers for $100 and an amp for $125. You could do a good sized house party with them at half volume.
