sounds like delay effect with the rate/speed up and down on a very short decay (if not zero). its something used in old dub.

Right-click on any ableton delay and set it to repitch. Turn time to milliseconds and turn up the time for decrease pitch turn down for increase pitch.
Bam, that delay.
It is well known that Richie has used a pedal for a long time. I'm leaning more to the idea that he now uses a pedal exclusively for the delay e.g uses the Eventide TimeFactor with a midi connection. He now uses the Traktor X'1s in MIDI mode only, so connected?
Also I have seen that he's ditched the second laptop and only uses the Maschine now. With 1 Macbook and 2 X1's. So now delay pedal only?
