Maybe you noticed that effects are still changing by nudging while out of jog FX mode? We need to set M8's value to jump back to zero when exiting jog FX mode. This is how you do it...

Add in modifier 8
Modifier condition: M4=1
Type of controller: Button

Here comes the tricky part!

Interaction mode set to "INC" and check the "INVERT" box. Next, set interaction mode back to "DIRECT"!
Set to value: 0

This should bring modifier 8 back to zero every time jog FX mode is disengaged. Repeat this step for modifier 3 also.

So tell me, did you manage to map modifiers 8 and 3 switch back to zero while exiting jog FX mode? It's very important for your further work.
