You can input iPad in external audio card and rout it in any of Traktor decks. Just set them to live input and good to go.

Again, you do realize that Traktor DJ is a 2 channel app that doesn't support Midi, right? You're not going to be able control it with any controller.

Thats what if been debating for a long time now.

Im personally thinking im going to get the CMD PL-1 when that comes out for a jogwheels

For his purpose, that's not a great idea IMO. He can buy a laptop for the same price as an iPad that will run the real Traktor program.

I'd say get a second-hand S2 or a Mixtrack Pro. If you're learning now, you can't know what you'll need in the future and if/when you decide what you have isn't enough, you'll be able to resell it with a small loss and get exactly what you need. Currently, you don't know if you'll actually need 4 decks and you can use the launchpad for remix decks anyway.

I would get an S2. It has jogs and comes with Traktor and a sound card. Learn how to mix and spend the money left over on music. Or, get an S4 and build around it.
