I attached a tsi- for you which includes old "Scratch" command. This command can not be added from the menu however we can still import it into newer versions of Traktor.

Perhaps it works with Pitchbend message because the Jog Turn obviously doesn't.

Those are also tempo based commands and can be found under Deck Common menu as well.

I believe that shift button are hardware modifiers. If that's so, you should be able to hold Shift and press/turn control you wish to midi earn.

I do not know what is up with jogwheel message though... Check the manual and see if there is a procedure which allows for converting "Pitchbend" to "Control Change" message.
