Even if the bar had a laptop, wouldn't the DJ have to bring their own music anyway? Sure I could bring an external dive, but if that's the case I would rather bring my own lappy and sound card that I know I can rely on and plug into a mixer.

Or he could get a RMX and a netbook and call it a day.

What I think you need is a mixer. It would be the most versitile option for DJS especially if it was midi enabled. You want to give DJs the greatest amount of choice on what they can use. If you have vinylists they can bring turtables. CDJers can bring CDJs and midi people can bring a soundcard

On the real... if it's just for some students to play a few tunes on a limited budget, check out those ipod consoles made by Numark. They're reasonably priced.

It's going to make the whole DJing experience a lot more accessible for everyone.

I don't think a laptop/Traktor is an important factor if kids want to go in and just select tunes.

get a numark mix station, it has phono and line/aux so laptop djs can plug and play, plus the regular djs that have cds will be able to play right away. Not the best gear but for a bar, to me atleast makes more sense than getting a S4.
