I'd have to look up some specs on max power that the express card could provide. but usb devices with low power draw (mice/trackballs, lights, powermates).. you should be able to run two, possibly 3 devices on that express card.
as mentioned... i could not get enough power for the WD Passport drive and the VCI-100 to run together on the express card. the WD passport probably comes second in my usb devices for power draw, 2nd to the audio 8.. and the VCI-100SE coming in 3rd.
You know, I never really had an issue with my Inspiron. I could have 2 WD Passports, The Audio 8, and a controller all hooked up (with no extra power).
I'm finding this to be one of the downsides to a MacBook Pro (and MacBook).
Oh well...such is life!
Update:
now that i've made the switch to Apple, things are running a bit smoother!
using a macbook with only 2 ports, i am able to run two powered 4-port Belkin USB hubs with all my gear working perfectly.
I have 2x HDs, VCI, 2x monomes, novation keyboard, mouse, A8DJ connected and running fine...
score one for apple!
what model is your belkin? as i would like to get one.

yes, they both include power supplies.
This will probably help very little but here goes.
On Windows machines always use the same ports, always make sure your HUB is really USB2.0 ... I remember these two always were culprits of a hell of a lot of probs.
