This actually isn't true at all. In fact, the reason why this isn't true is actually an indication of how powerful the hot cues actually are. Hot cues are loaded into memory on the decks and since naturally there's a limited amount of memory available on each deck, only a predefined nnumber of hot cues would ever be able to be provided for this case. In reality- 3 hot cues is generally enough for most people. As I have CDJ2000NXS2's, I do like having 8 available. The power here comes from the fact that you can set up your tracks to be loaded in one of two ways- either by automatically loading all of the hot cues for a track into memory (therefore cleaning out the memory from previously loaded hot cues) or to be able to load only specific hot cues on the fly from a series of tracks. The former allows you to jump around within a single song. I tend to find that feature much more practical for my unplanned sets. For others who want to mix and match cues from different songs on the fly, they'd likely want the latter feature of being able to load in a bunch of hot cues from different songs on the fly so they could mix mashup different songs.
