    Remember characteristics of certain styles of music are intrinsically linked to the hardware that was around when that style was born, obviously as tech progresses you will hear this in the music as well, but some things hold true.

    Most hardware sequencers do not make it particularly easy to dynamically change tempo, hence most dance music having the same tempo for the whole track.

    The thing is that computer technology is still a rather new part of the musical instrument library.

    And I think that even if tempo changes or time signature changes in electronic music had been around 20 years ago in a simple fashion I don't think would have been very popular.
