I see that as being sort of negative and containing some inaccuracies I don't think should be perpetuated.
I see "progressive trance" being used as more of a label for trance music like JOOF Recordings produces, in contrast to the epic trance that labels like Armada release. Epic trance is the predominant style of trance, and some purists don't like to be associated with it.
I can't say regarding "progressive psytrance."
As for "progressive techno," I don't think I've ever heard that term used to describe techno, at least not seriously. I get the impression you think techno is supposed to be "gritty/hard/techy" and that is absolutely not the case. Original Detroit techno was soulful and melodic. There are many styles of techno. I'm not entirely sure what you mean by "minimal with lots of reverb" but some of the more recent records are heavily influenced by dub techno as opposed to Berghain sound.
Now Berghain sound certainly is gritty, hard, and techy. It's the most popular, but it's not supposed to be held up as a definition of what techno is. It's just a style of it.
As for "progressive house," it was a fusion of house, trance, techno, breakbeat, and so on. It wasn't watered down house music; it was a unique hybrid.
"Progressive breaks" was just used to describe breakbeat that was more influenced by progressive house as opposed to other breakbeat/big beat styles of the time.
In general, I see the term "progressive" used when talking about music that is spacey/trancey/atmospheric/etc.
It's pop music formulas that get watered down...progressive indicates a more pure solution...
so to speak.
