You sure? IMO it was intended to get the sample decks earlier for non S4 users.

Everything's free floating all 'round the net(crack, music, movies, e-books) have likely been paid once (or with illegal credit cards whatsoever) OR done/placed there by the creator/owner/designer for self promotion. my point of view.
