it really depends on whether you have a car or not. No matter which city you choose to crash in Canada, they all provide decent public transit, not quite to the same scale as New York, or London with vast metro systems, but in Toronto you'll prob be staying downtown, cuz that's where all the clubs are, and pretty much all the clubs in downtown have a streetcar or subway stop right in front of them. If you can try to get a place as close to Queen street as possible, that street never sleeps, and is where most of the nightlife resides.
If you don't have a car and you want to have access to other cities but be sort of central, your best bet would be to hang around Toronto, and that way you're open to Ottawa, Montreal, and Niagara falls by short train trips, so you could do weekend gigs or do a gig in one city and then take the train back to Toronto. Toronto also leaves you with options for Buffalo city (if you see an opportunity there...although it's pretty rough lately). Vancouver is good, but then you're really limiting yourself to only one city, and you could probably get the same experience in Seattle I'd imagine, but then again there's tons of resort places all throughout British Columbia, where i'm sure you could get a job at the nightclub or bar, sorta depends on what type of scene you want to find yourself in.
The cost of living in Toronto is substantially less than NYC or London for sure, the only thing that will probably be a shocker to you will be the high taxes on products 14% tax, but then again London probably has higher taxes I'd imagine (plus if you have a buddy in the states and you want to buy something, get it online, ship it to your friend then just bring it in to Canada...haha we all do that here in Toronto :P).
