Well don't they pre-record and arrange their songs? If so, then why is a producer who pre-records loops and than re-arranges them on the fly live to compose new tracks not considered live?

Usually bands play their songs live that they have previously recorded. The same method that is used to create and record the songs is employed when playing them live. The same can be said for a producer who uses the same method to record his tracks and than play them live, however the producer may spice things up and do things live he might not normally do in the studio (same can be said for bands).
How is this not similar?
Because the process that goes on in the studio and on stage is exactly the same for the band. They walk on stage with nothing other than their instruments and they can recreate the same song within the length of the song itself.
A DJ or producer or whatever you want to call it could not due to the fiddly nature of electronic music (unless there's a bunch of you I guess, but then I'd just say you were an electronic band) so they have to use audio files to playback a recording that has already been created.
Am I explaining this poorly? Basically if you have some audio files and you play them- DJ, if it's from an instrument- band or whatever.

I really don't understand the argument we're having here. Maybe I need to be drunker.
How many people arguing about the distinction between DJs and Musicians can actually play an instrument? How many have done it in front of an audience? How big?
'cuz I play guitar and have been singing for like 14 years. And I think DJs are musicians. The fact that many do the bare minimum of just pressing play at vaguely the right time doesn't mean anything…how many 15 year olds get laid because they can play smoke on the water on guitar? There's no difference.
You want to argue that playing 4 power chords is harder than pressing play every few minutes for an hour…I'll laugh at you. Smoke on the Water is the kind of shit that guitarists can site-read after a month.
Or, on the other side…look at Marilyn Manson, VNV Nation, The Cruüxshaows, and basically the rest of the industrial genre along with some other more mainstream acts like Imogen Heap, Linkin Park, Brittany Spears, and, well, every rapper ever…
Every one of them users some combination of sequencers, samplers, records, or pre-recorded material in their live shows.
Who wants to walk up to Manson and tell him he's not a musician? Or Jay-Z. Or Kanye.
