    If you choose to mix hip hop then i'm sure you will want to scratch. It's what we do. Effects are available from pretty much everything these days, however the S4 and Traktor software provides the most amount of effects I believe. From what you're saying the best suggestion I can give you is pick up something like the S4, or if you want to maintain a lower budget maybe a VCI (non arcade).

    I'd still go with the S4 though. In the end it's worth it. In the beginning it is too.

    It depends on your budget mainly .
    And since I'm not a controller fan I will suggest you players / mixer combination .After that it is about music you play . If you are into house/progressive house I'd go with some basic mixer ( lets say djm 400 ) and 2x cdj 100 to master the beatmatching . if it's rnb / hip hop just get traktor / ssl on top of that.
