Never paid attention to Dixon myself. But Richie Hawtins deserves #3, he's been pushing things to different levels lately, very innovative. I really wish dubfire would grab a higher place though, I personally think he deserves it anyway.

Well, I don't know about Hawtin for number three, but Ben UFO should be far higher than 10. I've heard very few DJ's over the last few years who have such an outstanding understanding of electronic musics past, and it's future, and who combine a love of many. many genres with fantastic technical ability.
