What budget soundcard for recording from a microphone?

Hey guys, I have a friend that likes to sing and do production. He doesn't dj. Basically he needs a soundcard that he can connect a mic to and has outputs for monitors with an ideal budget of under $100. Recommendations?

The Focusrite 2i2 isn't too far above budget ($125 on Amazon).
