You need to have a grid before you can drop cue points.

Quantization should be disabled as well. (Q button under the Master volume knob)

You don't need a grid to place cue points. They can snap to 'Beatmarkers'.

Quantise does not affect placing Cue Points, only using cue points during playback. You need to turn SNAP off if you want to literally drop cue points anywhere in a track but if you are doing it with the computers mouse/trackpad you need to select the Preference> Transport > Mouse Control - Vinyl, otherswise the mouse movements will snap to the beatmarker or gridmarker if you have a grid.

Your advice made me check again. I had the "S" button checked not the "Q" button.

    Thanks
