I believe it is the ammount of time it takes for your movements on the controller or dvs to be sent either to the computer or the audio (speakers). Could be wrong, but I do know its best to have as low of a latency setting as your computer can handle, just keep lowering it until you hear blips and skips in the audio.

    hope that helps

getting back on topic, i read the explanation in the traktor manual the other day, apparently it is something to do with hoses, barrels, water and valves?

Latency is a time delay or lag. I am no expert but latency in any electrical system is the delay caused by resistence of the circuit. When applyed to audio it is the delay experienced by the sound interface in between a specific command or interaction (eg: midi signal or click in your DAW). Now obviosly we want this time to be the short as possible so if you for example press play the track would start inmediatly and not a second later.
You should find the lower latency value for your interface without getting audio loss quality. Anyways latency is measured in miliseconds so getting it too high is kind of hard. Usually the defaults run well, now I use 11.5 Ms in traktor. Probably I could lower it below 5 ms but no need to.

Its the time it takes from when you online order from dominos to when the teeny chick rocks up to your door.
