Can I send a private message to a moderator?

When I click the "Send new message" link in my messages area, I get the message that I do not have sufficient privileges to do this.

Is this really the case?

I'm trying to ask the moderator who moved my thread, if they can also rename it for me. I feel that its poor title may be related to the low number of responses it has.
