Android is fragmented, it's on so many different devices, so many different releases across all of those devices, update schedule is down to carrier, etc... the list goes on.. but basically I think developers are put off due to the complexity.. it could be a nightmare to provide support. It is also easier to use pirated apps on Android.
Android users think bigger (in terms of users base / market share) is better but it is not the case, Android is on all range of devices, even low powered that probably can't even run complex apps.
I hear the whole situation is improving but at the moment developers will be going for the devices that is easier to support, will cost less money and bring in the biggest return, and that at the moment is iOS by a country mile.

The simple solution is to match your system requirements to that of the OS version. Android app developers have already been doing that for years.
If there is an issue with audio latency, why not create your own engine. With that aside, I have no issues with FLStudio or MixVibes on my android.

They might have an exclusive deal with Apple, but probably going the easiest route too.
CDJ 2000 Nexus / DJM 900 Nexus / RMX 1000 (Crane stand pro holds it) / Traktor +Z1+X1MK2+F1+iPad/Laptop / Ableton 9 Suite / Ableton-Akai Push / NI Komplete 8 Ultimate +Monark & Battery 4 / Novation Launchpad / Akai MPK25 / Rokit 8's / NI Audio 6 / HDJ 2000 / Maschine / Chroma caps!!!
I don't think it's that simple. The problem is at the OS level: you'd need to patch the kernel to get more performance. It's something that Samsung have tried to do, but isn't great. Google have made moves to fix it, but it's still terrible compared to iOS.

A pretty decent article on the matter. Lollipop improved the latency but it's still not quite there.
