It looks like it might be useful for connecting controllers (+ external HD’s?) to an (un)powered USB hub and getting enough power through the USB…

That’s definitely for unpowered external usb3 hard drives. I have a Samsung M3 which has the weird flat connector on it.

Me too. It’s the new USB3.0 connector. Nice drive - but doesn’t always play well when connected via a hub.

You can get similar cables for use with standard USB b cables (like you get on current controllers):
