If i purchase a MIDI controller that doubles as a mixer and has a built in interface, can i simply plug in a pair of TTs use timecode vinyl and plug the MIDI into my laptop?

I believe so. As long as the controller has two inputs that are phono and route to the interface, then yes. All you have to do is map the two inputs on the software to 2 decks and you’re golden.

with traktor, yes, ive seen people use midi controllers for mixers, and just connect the TTs and main out to the soundcard

gona need a traktor 4/6/8/10 soundcard as well.

Serato, no.

VDJ Pro… Hells yes you can!

What would be a cheap one that i could use for this? with traktor

If you want two time code devices the cheapest and most minimum would be a used Audio 4.

could i buy a usb mixer with a built in interface and then plug that into to a laptop then plug in tts?
i was thinking the american audio dv2

No. You can’t just use any old mixer with an audio interface built in, it needs to be NI TSP certified.

There’s a list of NI TSP Certified mixers here http://www.native-instruments.com/index.php?id=tscratchcertified&L=1
In addition to that list, the discontinued Xone 3d, Mackie D4 Pro, Ecler Evo 4 and NI’s Kontrol S4 are all TSP certified devices.

The NI audio4 and a normal mixer or a 2nd hand Korg Zero are probably your cheapest options (not forgetting you still need to buy the software as well). I’d probably go for a new audio6 TSP package and a mixer for the extra features of the audio6, in your position, considering the price difference when you tot up the costs.
