As I see it it would have to be the other way around.
NI hardware would need to be able to detect the Serato NoiseMapâ„¢ Control Tone (which is copyrighted) so NI would need to acquire the licence from Serato.

I dont think Serato would have any problems in supporting NI hardware if a deal was struck, however I think NI would have an issue with sharing their Hardware API’s with Serato as it would not be in their best interest to support a competitors software.
