Two sets of the dots are for 50hz, two are for for 60hz regions of the world.
Pretty sure that fuse is the one that was always wrapped in cigarette carton foil in every club owned deck I ever opened

Other tts have it like that but I think this is not the case with Technics 1200. Dots should read as marked next to the strobo light.
