Thanks to @DJ MiCL, we have a clear explanation of what “Blend” REALLY does:

    The Min value, the Max value, and all the values in between of the Controller Range is smoothly translated to corresponding Min/Max and in-between values of the MIDI Range. My recommendation is to ALWAYS use blend.
All new controllers light up on “>=1”, and not only exactly “127”, so I see no downside at all.

Next version of CMDR will also warn if blend=OFF.
