Traktor? Remap the pitch faders to be relative and then remap the pitch buttons to increase or decrease the pitch by a relatively large amount. Then you use the buttons to get it roughly in the right range and the pitch fader for fine tuning. Might wanna use a shift modifier + one of the pitch buttons as a pitch reset as well.

Anything that allows you to change the tempo of a tune and nudge it back and forth is going to teach you beatmatching skills. Even dare I say it your computer keyboard and a mouse with traktor.

Do you want to learn how to ride the pitch? If so I recommend getting turntables, I found they were the best way to make me learn that skill.

If you want to learn how to use jog wheels, well theres a quite a few options, which I am inclined to say that the new kontrol s2 is probably really suited to you.

If you want something a bit unconventional I would say go for the novation twitch. Rotary pitch control, touch strip to nudge the tune back and forth, out of this world but proof that you can do the same job with different tricks.

Are you talking about buying a controller or traditional turntables?
Also, are you willing to buy used?

Ya im willing to buy used but i wanna use my laptop so buying turntables+Mixer and a serato box would be a bit out of my budget.

Hmmm, if you have a DVS already like Trakotr you could buy a Numark Battlepak and those turntables are just as good as 1200s. If the mixer isn't your style, you could get something from Guitar Center pretty cheap.
But that's only if you have an audio interface already. -__-

In terms of Midi-controllers, you could get a Vestax VCI-100 for $290 (FACTORY REFURBISHED) off Ebay.

You can also get a Novation Twitch for $500, there's a review on this site and Novation actually makes pretty solid products for the price.

I'm not 100% if this is Traktor compatible and don't laugh at me, but have you looked at the Gemini CTRL-47? There's always the American Audio VMS4 too I hear. I know this really shitty DJ here who always uses it. (It's him, not the equipment)

To be honest, REALLY look around. My budget was $550 I got my entire setup listed in my comment for that price.(with the exception of Traktor and the piano, that was expensive as bacon in Israel) Shit, I wish we had a cheaper hobby. I'll probably resort to prostitution when I have to bite the bullet and buy a pair of 1200s. D:
