He's doing it with a very fine loop and the pitch fader like Jason says. There's lots of videos of him doing it, check the Pioneer DJ sounds channel on youtube.
You can do it with loops in Traktor and Shiftee tells you how in the blog post.

I agree completely to this. I mean.. LL is a really awesome dj, but he fucks around with the music so much that you end up being turned off... I used to like him better when he worried more about dropping sick tunes instead of fucking shit up.
And since I'm at it, I think I liked 2009-10's electro much more than the one being played now.

Most of his set might as well just be called pop music like it is.
I mean for what it was the electro a few years ago was a lot of fun- just listening to this LL set a little and the stuff he is playing makes me want to throw up in my mouth a little. There's nothing wrong if people like commercial pop music but let's call it what it is instead of hiding behind this "EDM" label. I mean, once you start throwing Rihanna, Lil John, Usher, and Madonna on tracks and they fit right in you can't really kid yourself anymore.
