Is it the midi control, the sound card or both that don't work?

How about if you connect dicer to another USB port ?

I have a feeling it could be a USB ressource problem.

Would you happen to have a powered USB hub you could try different permutation with ?

    Sounds like a reasonable explanation.

It sounds quite likely that the total power supplied to your USB ports (all of them) is not enough to run both (indeed, all three) controllers. In that case, getting a powered USB hub (with an external power supply so no power is being drawn from the bus) should fix the problem.
