It's in the drops of both of these tracks...
it's almost like an empty sound but yet it gives me chills.

Loud kick/bass, and reverb on the lead synth. Other than that there isn't a huge amount of similarity between the drops?

it's just white noise from a synth, probably with reverb and a filter sweep for some movement. later in the second track they sidechain white noise. White noise is pretty much the foundation of tech house. Here is a random vid that uses sylenth1 "which owns all other vst's imo"

Reverb is usually how you get the echoey, spacey sound on the lead that helps it fill out the track by itself. Without reverb those drops would sound quite flat.
I'm not an expert on production though
