The download works fine for me (I’m using a Mac with Chrome). When I download I get a zip file then when I unzip the file I get a tsi. Which OS are you using Windows or Mac OS? If you are using Windows what is Windows version?
When you say 2.1.3 you are talking about the Traktor version? If so, post a comment on the mapping page and the owner can tell you which Traktor version it works with.

I’ll have access to a Windows 7 with Chrome installed tomorrow, so I will see if I can reproduce the problem.
One thing I’m not sure about is if you are getting a valid tsi file or a html file. If you look at the file, with notepad for example, if it is a html file it will contain the string “” near the beginning of the file. A tsi file has the string “” near the beginning of the file.
Than you probably have a zip file. So, rename it to .zip for now and I think that will work.
Meanwhile, I will try and figure out why you are not getting the correct filename because you shouldn’t have to rename the file every time you download!
once clicked on it opens up Traktor but none of the effects go into place,
it is only when i try importing the download through the controller manager that it gives me the error message
