Improving audio latency on windows xp

Hi all,was dj,ing there today and the faders were reading wrong from tractor pro to my mixer.Im putting this down to audio latency?.Would i be right.Its reading 4.5 on windows xp.How can i improve latency settings as it wont go below this?
