Mixing hip-hop and top 40

Hey guys I remember reading on a topic about mixing hip-hop and someone said it’s better to mix on the 2nd beat and not on the first beat. I’m a little confused, if you sync up the 2 tracks and bring in the 2nd track on the snare, what’s the difference from just bringing in the track on the first kick?

I think people were talking about the second beat to beatmatch, because the second beat is usually a snare which has less swing than the rest of the notes.
