TouchOSC or TouchAble might do the trick.
Emulator is wonderful. You don’t have to do an overlay - you can just create an interface with the workflows you want and have it running under whatever your software of choice is. It’s easy to create interfaces, with a library of built-in widgets. I’ve been using it for years and love it.
