All LEDs on, not recognized

So I just bought a used Midi Fighter Classic from my buddy cause he’s had it sitting around for a bit and wasn’t using it. I tried plugging it in to my computer and the MF Utility won’t recognize it. I tried using the 4 corners method as well as placing jumpers in the board as in this method

Are there any additional drivers or software that I need to install?

BTW I’m running Windows 8 with a midi fighter classic and MF Utilities 2.3

How would I go about setting this up as a MIDI controller? I’m new to this lol

You tried it with win 7? I’m not quite sure if utility is supported with win 8…

I haven’t tried it on Windows 7 yet but I did hook it up to my friend’s Mac and that didn’t recognize it either.
