Not too sure what sound you mean.
Sounds like either a short stab with long reverb on, sampled and reversed.
Or white noise with a long Attack on the envelope.
Both worth trying.

use a synth that can generate white noise and automate the volume up slowly.
fiddle with setting, put effects if you want and you got your wind up sound.

I use a synth to generate white noise. And then you just put an envelope on the cut of the filter.
get a microphone and make the sound with your voice.

This is usually done either with noise as people have said or a reverse reverb on a cymbal hit.
Get a nice cymbal sample and whack on loads of reverb, and then reverse it and you should be be pretty close, just play about with the eq to make it sit in your track the way you want it.

Try sidechaining your white noise buildups to your kicks for a cool effect.
There is a synth called the Oddity. It has a white noise and pink noise feature. Obviously you need to tweak all the controls. I then recorded a handfull of white noise rises and crashes. Now I can simply drop in the ones I want. I also did this with my synth called the Sylenth. It’s also good for generating white noise.

White noise is white noise. Synth A is not better than synth B for generating white noise, as long they both use a real waveform and not a sample.

White noise is supposed to be random. Some algorithms are better at the random business than others. Ultimately, good luck telling the difference, just know there is one.

well each vst is different, meaning you can get very different sounds from different vst’s because of the different parameter settings one vst may have vs. another vst. White noise is a sound, but how it sounds can vary…
There is just no way you’re going to be able to tell a difference between white noise from an expensive synth (maybe Massive) and from a ‘cheap’ synth (Synth 1).
It’s not the source of white noise that makes the sound, it’s the processing.
