Unable so change Multiple Encoders to Shift Toggle

Description

when I want to change multiple encoders to Shift Toggle they will be mapped to Shift Hold instead.

Replicated and fixed on 2.91f which I’ll share early this week.

It was setting it to the previous option that you selected so shift toggle being the last one becomes unavailable.
